While this is a good start, RSS is not terribly usable from a machine to machine standpoint. It would probably make more sense to build out a true web service with either a standard exposed WSDL for machine access and have a separate RSS service that accesses the web service for end-users.
ie:
End-User -> RSS -> Web Service -> Data Tier
External Machine -> Web Service -> Data Tier

Yes, direct WSDL would be even better. Too much detail will make people’s eyes glaze over. You’re right, however — that’s the ideal, but not probable. At least with a straight RSS service, the end user can develop an independent database. Baby steps. D.C.’s Capstat data catalog actually provides XML, GeoRSS, Text, KML, and Excel (not ideal). The more options the better. Thanks for the suggestion!
